Head of Venture & Innovation Ecosystems

Alibaba Group - Cloud & Technology

Track Business, Finance & Strategy

James Liu’s career has been a continuous journey from Science (NUS) and Engineering (GF) to Product (PHILIPS), Business (AI Startup) , Ecosystems (Alibaba) and Capital.

Today, he serves as Head of Innovation Ecosystem and Director of New Business at Alibaba Cloud SEA, focused on connecting technology, capital, industry, and international markets to drive innovation, cross-border collaboration, and strategic growth.

He began with research at NUS in photonics, nonlinear optics, and quantum energy-state transitions before moving to GLOBALFOUNDRIES, where he worked as a Process Integration Engineer and Product Owner, helping develop the company’s first-generation automotive devices under some of the industry’s most demanding reliability and manufacturing standards.

He was subsequently recruited by PHILIPS LUMILEDS, where he expanded from engineering into global product leadership, coordinating teams across Silicon Valley, Singapore, and Penang. Working across the full value chain—from design and manufacturing to product management and market delivery—provided first-hand experience in transforming technology into scalable commercial products.

James co-founded Optimate in 2016, an AI-driven marketing and decision platform that grew to serve 200+ paying customers worldwide—from Fortune 500s to leading Singapore brands. The company was selected into a national innovation accelerator backed by Plug and Play, Singapore Press Holdings, and Infocomm Investments (IIPL)—the investment arm of Singapore’s Infocomm Development Authority (IDA, now IMDA)—and went on to become a certified technology partner of Facebook and Google.

Over the past two decades, he has worked across technology commercialization, venture building, innovation strategy, fundraising, international expansion, and ecosystem development. His experience spans multinational corporations, startups, investors, universities, and innovation platforms, enabling him to operate at the intersection of technology, business, ecosystems, and capital.

Beyond his corporate responsibilities, James contributes to entrepreneurship, innovation, and executive education through advisory, teaching, mentoring, and board leadership roles. His academic and ecosystem engagements span institutions such as NUS, NTU, SUSS, UCLA, Stanford and INSEAD, supporting innovation, venture-building, and industry-academic collaboration across global ecosystems.

His work is centered on one theme: transforming breakthrough technologies into scalable products, successful businesses, collaborative ecosystems, and long-term value creation.
