Claire Alexandre

Claire Alexandre leads PayPal’s International Government Relations team, driving policy engagement across Europe, the Middle East, Africa, and much of Asia Pacific. Based in Luxembourg, she also serves on PayPal Europe’s leadership team. A long-time champion of financial inclusion, Claire has shaped groundbreaking initiatives expanding access to digital finance. Before PayPal, she helped launch and scale M-Pesa at Vodafone and advanced global financial access programs at the Bill & Melinda Gates Foundation.
