Victoria Cleland

Chief Cashier and Executive Director, Payments, Bank of England

Victoria Cleland is the Chief Cashier and Executive Director for Payments.

She leads work on the operation, strategic development and enhancement of the UK’s real-time gross settlement (RTGS) service and the CHAPS payment system, and policy work on wholesale payments, retail and cross-border payments. As Chief Cashier she leads teams to make sure there are enough high-quality, counterfeit resilient banknotes in circulation, working closely with financial institutions, banknote suppliers and retailers.

Victoria is a member of the Bank for International Settlement’s Committee on Payments and Market Infrastructures and Cross-Border Payments Co-ordination. She is also chair of the Bank of England’s RTGS/CHAPS Board.

Her previous roles have included Deputy Head of the Special Resolution Unit, Private Secretary to the Deputy Governor, and positions relating to financial market infrastructure and financing of UK small businesses.

Victoria is the executive sponsor of our staff disAbility Network, a director of the Business Disability Forum and an ambassador for the charity Sense.

She has a BA in philosophy, politics and economics from the University of Oxford, and an MBA from Imperial College London.
