Jeremy Fox-Geen is Chief Financial Officer at Circle, a global financial technology company that enables businesses to harness the power of digital currencies and public blockchains for payments, commerce, and financial applications. He is responsible for overseeing Circle’s accounting, FP&A, internal audit, investor relations, tax and treasury functions, including the management of the USDC reserve. In addition, he is responsible for Circle’s corporate development, institutional markets and venture capital activities.
Jeremy brings 25 years of corporate financial and financial service experience to Circle from various executive leadership positions, including CFO, management consultant, and investment banker. Prior to joining Circle, Jeremy was CFO at leading innovative real estate finance companies iStar (NYSE: STAR) and Safehold (NYSE: SAFE). He was previously CFO at McKinsey & Co. North America, where he also served as a leader in corporate and institutional banking and corporate finance consulting practices, helping clients craft compelling strategies, build effective and efficient organizations, drive value, and manage risk. Other senior leadership roles include Banking Strategy Leader at PwCand Finance Transformation Leader at Citi. He began his career as an investment banker advising on M&A and capital raising, covering the internet and technology sectors.
He holds a master’s degree in mathematics and philosophy from the University of Oxford.

In a world that moves towards Web3 and decentralisation, the concept and applications of digital public infrastructure undergoes a profound transformation. Traditional implementations, which predominantly involved layering digital services atop centralised infrastructure, have effectively fulfilled their roles in catalysing GDP growth and fostering digital financial inclusion by extending access to underserved populations and creating efficiencies. To make a meaningful impact on today and tomorrow’s global landscape, it becomes imperative to reimagine digital public infrastructure. This reimagination must focus on scalability and investment, unlocking the full potential of a truly cross-border and inclusive model accessible to all.
This roundtable will focus on a series of pertinent questions that arise when looking at a next-generation digital public infrastructure:
- Has the pursuit of an equitable playing field inadvertently imposed limits on the potential for commerce, investment, and innovation?
- As the world moves towards a Web3 world, what are the implications for digital public infrastructure? Do the layers need to evolve and are additional layers or frameworks required? How can Web3 technologies be used to generate even more value?
- Lastly, how can interoperability between different countries be achieved to drive cross-border inclusion?
