Samir Shah is the Executive Vice-Chair and Co-Founder of Dvara Holdings, where he steers the strategic direction and portfolio management of its group ventures focused on advancing financial inclusion in India. Under his leadership, Dvara has pioneered a unique venture studio model that builds mission-aligned institutions tackling structural gaps in finance across rural wealth management, agriculture, dairy, health and gig economy segments. Dvara’s work has enabled over $26 billion in finance and positively impacted 140+ million lives over the past 18 years. Its independent policy think tank, Dvara Research, works closely with the Ministry of Finance, RBI, SEBI, and other regulators to shape systemic reforms that protect and empower low-income households across India.
Prior to Dvara, Samir served as MD & CEO of NCDEX, where he spearheaded transformative agri-market reforms. His earlier leadership roles include Chief Business Officer at DGCX and MD of Thomson Reuters South Asia. Samir holds an MBA in Finance, a Mechanical Engineering degree, and has completed an Advanced Management Programme from Wharton.
