Senior Assistant Governor, Bangko Sentral ng Pilipinas

Dr. Villa is the Senior Assistant Governor of the Bangko Sentral ng Pilipinas where she heads the Payments and Currency Development Sub-Sector. In this role, she oversees the central bank’s payments policy and development, payments supervision and licensing, and currency policy and integrity operations. Prior to this, she provided critical high-level support to then BSP Governor Felipe M. Medalla from 2022 to 2023 as his Chief of Staff, a role she first assumed for then BSP Governor Amando M. Tetangco Jr. from 2005 to 2017.

Before shifting to payments and currency, Dr. Villa headed the International Monetary Affairs and Surveillance Sub-Sector. In 2017, she was seconded to the International Monetary Fund (IMF) Executive Board as Alternate Executive Director representing the South East Asia Voting Group.

While Dr. Villa’s more recent focus is on various aspects of regulation and oversight, a larger part of her central banking career was spent in markets and market operations. She started as a portfolio manager of fixed income securities and moved through the various trading and reserve management desks of the central bank before becoming the BSP’s Chief Dealer in 2004.

Dr. Villa holds a PhD in Economics degree from The George Washington University in Washington DC. She has an MBA (with distinction) and a BS Statistics degree (cum laude) from the University of the Philippines.
