About the Organisation

SAPPORO, the capital of Japan's northernmost prefecture, Hokkaido, is the 4th largest city in Japan. It holds a 2 million well-educated population and world-class public transport infrastructure, including an extensive subway system and high-speed rail networks. A number of world-leading universities and post-graduate research & development organizations are located in the city. Not only the intense business ecosystem but also a lush natural environment is here to support you in establishing new businesses. Specifically, we can support information-technology, renewables and bio-energy sectors, world class traditional food and tourism. Various national projects, centered in Sapporo, are underway as part of a nationwide effort to establish Hokkaido as a hub for renewable energy within Japan. With government support, Sapporo's key industries are expected to develop further. Financial incentives, available to foreign companies, demonstrate Sapporo is a committed business partner and a promising investment region.

Products and Services

  1. Sapporo: Asia's Next Green Energy and Financial Hub

Sapporo, the capital of Hokkaido, is leveraging Japan's vast potential for renewable energy. To build a vibrant Green Transformation (GX) ecosystem, the city is actively pursuing regulatory reforms and improving its business climate. With its successful designation as a Special Zone for Financial and Asset Management Businesses, Sapporo aims to attract financial firms and capital from around the world.

  2. STEP(Sapporo Transnational Expansion and Partnership)

We offer a one-stop support service called STEP - providing hands-on assistance including visa supporting, office searching, and business match making! Whether you’re exploring, expanding, or launching - STEP is here to help.

  3. Japan's First Regional Public-Private GX Fund

We have the SPARX Sapporo-Hokkaido GX Fund. This is Japan's first public-private GX fund focused on our region. Managed by the SPARX Group, this fund targets renewable energy projects and the eight priority areas.

  4. GX Promotion Tax Incentives

Regarding local tax incentives, we partnered with the Hokkaido Prefectural Government last year to launch a special program for GX and financial businesses including Fintech. Under this program, local taxes on capital investment assets as well as business activities and income are waived for up to 10 years.

  5. TSH GX Information Platform

To help businesses and investors easily find and compare GX information, we launched the 'GX Information Platform' in March this year. This platform was created by 'Team Sapporo-Hokkaido,' a consortium of 21 local partners across industry, academia, government, and finance, including the City of Sapporo. You can search for GX projects using either the list or map view, and also access GX financial information directly from the list view.
