Shaik Abdul Rasheed Ghaffour is the 10th Governor of Bank Negara Malaysia. He was appointed for a five-year term effective 1 July 2023. In his role as Governor, Rasheed also serves as the chair of the Bank’s Board of Directors, Monetary Policy Committee and Financial Stability Executive Committee.
Rasheed joined the Bank in 1988 and has helmed various positions across the breadth of the Bank’s primary functions. These include monetary policy and economics, international reserves management and financial markets, financial sector development, and banking regulations. In 2016, he assumed the role of Deputy Governor.
Rasheed has also played a leading role in driving the Bank’s advocacy efforts on economic affairs, including in the areas of social protection and labour market reforms. This includes to support and advise the Government on issues relating to the management of the pandemic. He also played key roles in the development and implementation of the Financial Sector Masterplan and Financial Sector Blueprints.
At the international level, Rasheed has served and been a member of various international platforms, such as the Islamic Financial Services Board and Bank for International Settlements. He has also championed various efforts to strengthen regional financial integration and cooperation, such as the ASEAN Banking Integration Framework. Previously, he also served as the Alternate Executive Director of the Southeast Asia Voting Group Office of the International Monetary Fund.
Rasheed attended St. John’s Institution in Kuala Lumpur, prior to obtaining his Bachelor of Economics from Universiti Malaya. Rasheed also holds a Masters of Business Administration from Saïd Business School, University of Oxford.

Agustín Carstens served as General Manager of the BIS from 1 December 2017 to 30 June 2025. Under his tenure, the BIS Innovation Hub was created.
Mr Carstens was Governor of the Bank of Mexico from 2010 to 2017. A member of the BIS Board from 2011 to 2017, he was chair of the Global Economy Meeting and the Economic Consultative Council from 2013 until 2017. He also chaired the International Monetary and Financial Committee, the IMF's policy advisory committee from 2015 to 2017.
Mr Carstens began his career in 1980 at the Bank of Mexico. From 1999 to 2000, he was Executive Director at the IMF. He later served as Mexico’s deputy finance minister (2000–03) and as Deputy Managing Director at the IMF (2003–06). He was Mexico's finance minister from 2006 to 2009.Mr Carstens was member of the Financial Stability Board from 2010 to 2025 .
Mr Carstens is a member of the Group of Thirty and recently joined the GFTN International Advisory Board.
Mr Carstens holds an MA and a PhD in economics from the University of Chicago.

Dr. Ahsan H. Mansur, former Executive Director of Policy Research Institute (PRI), joined as the 13th Governor of Bangladesh Bank from 14 August 2024.
Dr. Mansur started his career in 1976 as a Lecturer of Economics at the University of Dhaka. In the same year, he left for Canada for higher studies in Economics. As a graduate student and research assistant, he also imparted regular Economics courses at the undergraduate level at the University of Western Ontario, Canada from 1978 to 1981. Dr. Mansur joined the International Monetary Fund (IMF) under its Economist Programme in 1981.
During his long career at the IMF, Dr. Mansur worked with Middle Eastern, Asian, African, and Central American countries. He worked in some important functional departments (Fiscal Affairs and Policy Review and Development departments) and area departments (the Middle East and Central Asia and Asian departments) of the IMF. He also served as the IMF Senior Resident Representative to Pakistan during 1998-2001 and as the Fiscal Advisor to the Minister of Finance, Government of Bangladesh (1989-91). During his assignment in Bangladesh, Dr. Mansur was involved with the successful introduction of Value Added Tax (VAT) in Bangladesh in 1991. He also served as the Division Chief of the Gulf Cooperation Council (GCC) Division and was, at the same time, the IMF Mission Chief for Saudi Arabia, Kuwait, and Oman. After taking early retirement, Dr. Mansur joined hands with some professionals to establish an institute for policy analysis and joined the Policy Research Institute (PRI) of Bangladesh as its founder Director and Executive Director. Meanwhile, between 2017 and 2023, he served BRAC Bank PLC as a Director and later on as the Chairman.
Dr. Mansur has published extensively in various prestigious journals (including Econometrica, Journal of Economic Theory, and IMF Staff Papers), edited books on special economic topics, and the IMF Occasional Paper and Working Paper series. He edited a book (with Fernando Delgado) on Stock Market Developments in the Countries of the Gulf Cooperation Council, published by Palgrave Macmillan in its Finance and Capital Markets Series, November 2008.
Dr. Mansur received Ford Foundation Dissertation Fellowship in International Economics, awarded through an open worldwide competition, 1979–81; Special University Scholarship, University of Western Ontario, 1977–81; Graduate Students Award, University of Western Ontario, 1977–81; McMaster University Graduate Scholarship, 1976–77 and First Grade Merit Scholarship, University of Dhaka, 1970–75.
Dr. Mansur obtained a Ph.D. in Economics from the University of Western Ontario, Canada in 1982. He completed his M.A. from McMaster University, Canada in 1977 and B.A. (Hons.) in Economics with first class and distinction in Math from the University of Dhaka, Bangladesh in 1974.

Ms Maechler was a member of the Governing Board of the Swiss National Bank (SNB) from 2015 until 2023. At the SNB, she was responsible for the Money Market and Foreign Exchange, Asset Management, Banking Operations and Information Technology portfolios.
Prior to joining the SNB, she was Deputy Division Chief in the Global Markets Analysis Division of the International Monetary Fund. She has worked at other international organisations, including the European Systemic Risk Board and the Organisation for Economic Co-operation and Development.
She was Chair of the Global Foreign Exchange Committee of central banks from December 2021 to June 2023. In July 2012, Mr Vujčić became Governor of the Croatian National Bank for a six-year term of office and was re-appointed for another six-year term of office in July 2018. On July 2024 he was re-appointed for his third term of office.
He has been a Chairman of the Steering Committee of the Vienna Initiative 2.0 since 2016, a member of the General Council of the ECB and a member of the General Board of the ESRB since 2013. Since 1 January 2023. Governor Vujčić is a member of the Governing Council of the ECB.
Mr Vujčić won recognitions as the best governor in Central and Eastern Europe by Emerging Markets magazine in 2018, as well as the best world governor by The Banker (Financial Times) in 2019, and in 2021, he was rewarded with the Lamfalussy Award for lifetime achievement in the field of finance.

Jessica was the Chief Data Officer of Chetwood Financial limited, a digital native, start-up bank, where she spearheaded the use of machine learning. Before moving into fintech, Jessica was Senior Director of Finance & Analytics at eBay in Europe where she built out their advanced analytics and customer insight function.
She previously worked in credit analytics at Ford Motor Company and Stress Testing at GE Capital. Jessica has a degree from Penn State University in Management Science and Information Systems and an MBA from University of Michigan. Joachim Nagel has been President of the Deutsche Bundesbank since January 2022. Prior to this, he had already served in various management positions at the Bundesbank from 1999 to 2016, including as an Executive Board member from 2010 whose responsibilities included the Directorates General Markets, Controlling and IT. Between 2008 and 2016, he also headed up the Bundesbank’s financial crisis task force. Joachim Nagel worked for the KfW Group from 2016 to 2020, initially serving one year as General Manager before becoming a member of its Executive Board, in which capacity he oversaw foreign credit business and development cooperation. In 2020, he moved to the Bank for International Settlements (BIS) where he became Deputy Head of the Banking Department. José Luis Escrivá is Governor of the Banco de España and member of the Governing Council and the General Council of the ECB. He is Chair of the Board of Governors of CEMLA. He is also Vice-Chair of the Board of the Spanish Macroprudential Authority (AMCESFI).
Prior to his current position he was the Spanish Minister for Digital Transformation and Civil Service (2023-2024) and the Spanish Minister for Inclusion, Social Security and Migration (2020-2023). He was the first President of Spain’s Independent Authority for Fiscal Responsibility (AIReF) from 2014 to 2020 and also served as Chair of the EU Network of Independent Fiscal Institutions (2015-2019).
He began his career at the Banco de España, where he held different responsibilities in the Economic and Research General Directorate. He actively participated in the process of monetary integration. Since 1993, he was an adviser to the European Monetary Institute and with the start of the Monetary Union, he was appointed Head of the Monetary Policy Division of the ECB in 2000.
He worked at the BBVA Group from 2004 to 2012, first as its global Chief Economist and Director of the Research Department, and from 2010 as General Director responsible for Public Finance.

Karmela had an early career in financial journalism before transitioning into public affairs then strategy and innovation. Before joining the BIS she was Director General Strategy and Innovation at Bundesbank where she was responsible for the overall transformation of the institution and for leading a team of 60 across three main departments: innovation, transformation and portfolio and strategy. Kenneth heads the FinTech and Innovation Group at the Monetary Authority of Singapore (MAS). The Group is responsible for development strategies for technology and innovation, to strengthen competitiveness, manage risks and enhance the efficiency of the financial sector.
Kenneth’s recent prior experience focused on digital transformation, enterprise GenAI and data governance. He previously headed the Enterprise Knowledge Department at MAS. Besides formulating data and knowledge strategies and governance policies, the department also pursues data transformation by architecting and developing platforms and applications that improve outcomes for financial supervision, central banking and other use cases.
Kenneth also has experience in regulatory policy, having previously headed MAS’ Prudential Policy Department. The department develops capital and liquidity standards, including MAS’ approach on the implementation of Basel III as well as contributions to international policy forums. Prior to this, Kenneth headed the international financial relations and financial stability surveillance functions in MAS, and served in MAS’ reserves management and enforcement functions.

Mr Leong Sing Chiong was appointed as Deputy Managing Director for Markets and Development on 1 February 2021. He oversees the Markets & Investment, Development & International, FinTech & Innovation, as well as Sustainability Groups. Prior to this, Mr Leong served as Assistant Managing Director overseeing the Monetary & Domestic Markets Management Department and the Reserves Management Department since June 2018. He also served as Assistant Managing Director of the Development and International Group from 2013-2018.
Mr Leong began his MAS career with the Reserves Management Department in 1993 and served as Staff Assistant to the Managing Director from 1997-1998. In 1999, he joined the Monetary Management Division and was responsible for the implementation of MAS’ monetary policy and money market operations. Thereafter, Mr Leong was appointed Chief Representative of MAS’ London Representative Office from 2002-2004. Mr Leong spent six years with the International Department from 2004-2010 and was appointed as the Executive Director of Financial Centre Development Department from 2010-2013.

Mr. Barr served as the Vice Chair for Supervision of the Board of Governors of the Federal Reserve System from July 19, 2022, to February 28, 2025.
Prior to his appointment to the Board, Mr. Barr was the Joan and Sanford Weill Dean of the Gerald R. Ford School of Public Policy, the Frank Murphy Collegiate Professor of Public Policy, the Roy F. and Jean Humphrey Proffitt Professor of Law at the University of Michigan Law School, and the founder and faculty director of the University of Michigan's Center on Finance, Law & Policy. At the University of Michigan Law School, Mr. Barr taught financial regulation and international finance and co-founded the International Transactions Clinic and the Detroit Neighborhood Entrepreneurs Project.
Mr. Barr served as the U.S. Department of the Treasury's assistant secretary for financial institutions, 2009-2010. Under President William J. Clinton, he served as the Treasury Secretary's special assistant, as deputy assistant secretary of the Treasury, as special adviser to the President, and as a special adviser and counselor on the policy planning staff at the U.S. Department of State.

Peter Kažimír was born on 28 June 1968 in Košice, Slovakia. He graduated with a master’s degree from the University of Economics in Bratislava, Faculty of Commerce.
From 1993 to 2006 Mr Kažimír worked in the field of commercial real estate. Between 2001 and 2006 he was a member of the Management Board of DDP Credit Suisse Life and Pensions. In 2006 Mr Kažimír was appointed Deputy Finance Minister of the Slovak Republic. From 2010 to 2012 he was a Member of Parliament and Vice-Chair of the Finance and Budget Committee.
In April 2012 Mr Kažimír was appointed Deputy Prime Minister and Minister of Finance of the Slovak Republic. As Finance Minister, from 2012 to 2019, his main priorities included combatting tax fraud and evasion, structural reforms, and public spending rationalisation via projects such as the Value for Money spending review.
In the second half of 2016, during the Slovak Presidency of the Council of the European Union, he officially represented the European Union and the Eurogroup at the G20 and G7 meetings as well as at the Annual Meetings of the International Monetary Fund and World Bank Group.
Since 1 June 2019 Mr Kažimír has served as the Governor of Národná banka Slovenska (NBS).
As NBS Governor, he is also a member of the Governing Council of the European Central Bank, a member of the General Board of the European Systemic Risk Board, Alternate Governor of the European Bank for Reconstruction and Development for the Slovak Republic and, since 4 June 2019, Governor of the International Monetary Fund for the Slovak Republic.
Mr Kažimír was chosen for the 2018 European Finance Minister of the Year Award by the Banker, a British magazine. The award recognises his work and the resulting improvements in the Slovak economy.

Hon. Soraya Munyana Hakuziyaremye was appointed Governor of the National Bank of Rwanda on February 25th, 2025. Prior to this role she was Deputy Governor of the National Bank of Rwanda since March 15, 2021. Hon. Soraya was also appointed as Chair of the Alliance of Financial Inclusion (AFI) Board of Directors on September 3rd, 2025.
She served as Minister of Trade and Industry from October 2018 to March 2021, in Rwanda, where she led the implementation of the Made in Rwanda policy, contributing to a 9% average annual growth in the industry sector and a significant increase in exports. During her tenure, she also chaired the EAC Sectoral Council on Investment and Trade, playing a key role in the entry into force of the African Continental Free Trade Area Agreement (AfCFTA). Additionally, she was a member of Rwanda’s National COVID-19 Taskforce, overseeing the management of domestic and cross-border trade flows during the pandemic.
Before joining the Cabinet, Hon. Soraya held several senior roles in international banking and finance. She also previously worked in senior risk management positions at BNP Paribas Group in Paris, Fortis Bank, and the Bank of New York Mellon in Brussels between 2002 and 2011. Su Shan has over 35 years of experience in consumer banking, wealth management and institutional banking.
